Prohibits school districts and charter schools from compelling employees or volunteers to refer to students using pronouns other than those corresponding to the student's biological sex, defined as the physical condition of being male or female based on genetics and physiology as identified on the student's original birth certificate.

Bans print, nonprint, and multimedia materials or resources in school classrooms, libraries, or on school premises from referring to individuals by names or pronouns that do not correspond to their biological sex.

Requires the State Board of Education to promulgate rules for monitoring compliance with these provisions.

Imposes a 5% reduction in state funding for the fiscal year following any fiscal year in which a school district or charter school is found noncompliant.

Grants parents or legal guardians of enrolled students a cause of action against school districts or charter schools for noncompliance, with the act effective July 1, 2025.
