Creates the "Oklahoma Independent Education Act" to protect the values, funding, and independence of public schools by establishing core academic purposes: reading, writing, mathematics, observable science, and primary-sourced history and government.

Prohibits school districts and public charter schools from using or being forced to use private, state, or federal funds to develop, organize, promote, or endorse any activity that aims to recognize or promote sexual orientation or gender identity.

Directs the State Department of Education and State Board of Education to develop a plan phasing out federal pre-K through 12th grade education funds and replacing them with state funds, including proposed timeline and projected funding needs.

Establishes a working group comprising legislative leaders and a Governor-appointed chair to monitor implementation, with appointments due within 30 days; exempts the group from Oklahoma Open Meeting Act and Open Records Act requirements.

Takes effect July 1, 2025, with an emergency declaration allowing immediate enactment upon passage and approval.
