Adds self-defense exception to misdemeanor pointing firearm statute and removes administrative penalties and license revocation provisions for handgun license holders convicted under Section 1279.

Establishes "lawful cause" exceptions to felony pointing firearm statute, including self-defense, private property defense, defensive display, law enforcement duties, armed security guards, military members, and theatrical/rodeo performances.

Removes handgun license revocation and $1,000 administrative fine for felony pointing firearm convictions under Section 1289.16.

Expands self-defense and use of force provisions in Section 1289.25 to include places of worship and occupied premises; permits persons to stand their ground with no duty to retreat when lawfully present.

Authorizes "defensive display" of firearms as non-criminal if reasonably necessary to protect against unlawful force or in defense of private property, including verbal notification, displaying a weapon, or placing hand on a weapon in its container.
