SB 856 Summary

• Authorizes public school boards to adopt policies allowing designated school personnel to carry concealed handguns on school property if they possess an armed security guard license, reserve peace officer certification, or a valid handgun license with 24 hours of specialized training.

• Requires personnel carrying handguns to complete 24 hours of initial training including 4 hours of CLEET-certified weapon retention training and campus-specific active shooter training, plus biennial training thereafter.

• Allows private school governing entities to adopt policies authorizing concealed weapons on private school property with immunity from liability except for gross negligence or willful misconduct.

• Permits handguns in locked vehicles on school property parking areas and allows firearms for approved hunting, fishing, and firearms safety courses on school grounds with administrator approval.

• Becomes effective July 1, 2025, with an emergency clause allowing immediate implementation upon passage and approval.
