Requires any person, firm, or corporation operating a freight railroad train in Oklahoma to have at least two certified crew members aboard while the train is in motion.

Defines "certified crew member" as an employee involved in train operation, including certified engineers or conductors, but excluding hostler service employees, utility employees, and contractors.

Exempts passenger trains, tourism trains, locomotives traveling 30 mph or slower attached only to a caboose, helper service operations, hostler service, and trains moving at 10 mph or slower during loading or unloading.

Department of Public Safety authorized to issue citations with fines of $250–$1,000 for first offense, $1,000–$5,000 for second offense within three years, and $5,000–$10,000 for third or subsequent offense within three years.

Becomes effective July 1, 2025, with emergency clause allowing immediate effect upon passage and approval.
