Establishes that government personnel and agencies must aid residents during emergencies and disasters while protecting constitutional rights, with prohibition against subverting those rights even during times of crisis.

Prohibits specific government actions during emergencies including requiring vaccines or medical treatments, mandatory mask wearing (except first responders and medical personnel), restricting medical treatment based on vaccination status, and requiring vaccination documentation not previously required by law.

Prohibits restrictions on First Amendment rights (free speech, assembly, petition), Second Amendment rights, and freedom of travel that were not codified in law prior to the emergency or disaster.

Makes violation of these provisions a felony punishable by up to 5 years imprisonment in Department of Corrections custody, a fine up to $50,000, removal from office, prohibition from future public office, an additional $10,000 fine per violation, and personal assumption of all liability.

Becomes effective November 1, 2025.
