• Modifies firearms safety training requirements to allow applicants to complete an interactive online course approved by CLEET as an alternative to in-person instruction with a registered instructor.

• Removes requirement from handgun license applications to list specific firearms or the need to obtain a replacement license when qualifying with an additional firearm type; allows updating licenses with new pistol types upon completion of additional training and payment of a $15 replacement fee.

• Streamlines application form requirements by removing item 19 (authorized pistol types listing) and renumbering subsequent items, while maintaining core identity verification and background check information.

• Allows certain law enforcement officers (active duty and retired) to automatically renew firearms instructor registration without additional cost or renewal requirement when renewing their handgun license.

• Effective November 1, 2025.
