Amends Oklahoma's Sex Offenders Registration Act (57 O.S. 2021, Section 582) to update statutory language, replacing "the State of Oklahoma" with "this state" throughout the statute.

Prohibits sex offenders from entering into plea agreements that would allow them to forgo registration as a sex offender under the Sex Offenders Registration Act.

Prohibits sealing of criminal records or other actions that limit publicity of conviction information from removing the sex offender registration requirement.

Creates new law (Section 590.3 of Title 57) prohibiting any person required to register as a sex offender from having any contact with anyone under 18 years of age, including their own children.

Effective date: November 1, 2025.
