SB 866 Summary

• Authorizes public school boards to adopt policies allowing designated school personnel to carry concealed handguns on school property if they possess an armed security guard license, reserve peace officer certification, or a handgun license with 24 hours of training including 4 hours of weapon retention training certified by CLEET.

• Requires designated personnel carrying handguns to complete biennial training including 4 hours of CLEET-certified weapon retention training and 4 hours of campus-specific active shooter training.

• Authorizes school boards to pay training, meal, and lodging expenses for personnel attending armed security guard or reserve peace officer certification programs.

• Clarifies that personnel carrying concealed handguns must maintain the firearm on their person at all times while on school property and removes previous storage requirements.

• Changes liability provisions so school personnel and boards are subject to civil and criminal liability for injuries caused by carrying or use of handguns, except for acts of gross negligence or willful misconduct by private school entities; effective July 1, 2025.
