Amends the Oklahoma School Testing Program accountability system to require school site report cards include a minimum of five indicators of enrichment and support opportunities (gifted programs, foreign language courses, STEM offerings, mental health support, extracurricular activities, apprenticeships, before/after-school programs, parent organizations).

Requires school site report cards to include a minimum of three indicators of staffing experience and retention, including percentage of teachers with more than three years experience, teacher employment tenure at the school site, National Board certification rates, emergency/provisional certificates, adjunct teacher percentages, and principal tenure.

Maintains existing multimeasures accountability approach based on statewide assessments (70%), graduation rates, English language proficiency, and school quality measures (30%), with specific metrics for elementary, middle, and high schools.

Directs State Board of Education to establish rules implementing these provisions and allows Legislature to factor school performance into performance-based funding policies for school districts.

Takes effect July 1, 2025, with emergency clause enabling immediate enactment upon passage and approval.
