• Prohibits social media platforms from allowing minors (under 18) to create or maintain accounts without written parental consent, and requires platforms to verify the identity of the consenting parent or guardian.

• Requires social media platforms to perform reasonable age verification on all users and provide parents/guardians with full access to minor users' accounts, including posts, messages, comments, likes, and other interactions.

• Prohibits platforms from collecting identifiable data from minors, displaying targeted advertisements to minors, or using minor user data for advertising purposes.

• Prohibits platforms from using algorithms, artificial intelligence, or machine learning to select, recommend, rank, or personalize content for minors based on their profile, preferences, behavior, or location.

• Prohibits features that encourage excessive use or exploit psychological vulnerabilities of minors; authorizes the Attorney General to bring civil actions for violations and to promulgate implementing rules; effective November 1, 2025.
