Establishes a five-year pilot program administered by the Department of Corrections to provide re-integration assistance to inmates incarcerated for non-violent offenses, with the goal of reducing prison populations and associated state costs.

Requires the program to address comprehensive release plans to families or community entities (including churches and non-profit organizations), which monitor released inmates and report regularly to the Department of Corrections.

Clarifies that program releases do not reduce sentence time or serve as probation or parole, and released inmates remain in custody of the responsible party designated by the Department of Corrections.

Creates the Secure Pre-Integration Pilot Program Revolving Fund in the State Treasury to receive appropriations, donations, grants, and other funding, with up to 5% of available funds authorized for administrative costs.

Makes inmates transferred from other states under the Interstate Corrections Compact eligible to participate in the program, and becomes effective November 1, 2025.
