SB893 Summary: Military Installation & Critical Infrastructure Protection Act of 2025

• Prohibits foreign principals from foreign adversary countries (China, Russia, Iran, North Korea) from owning more than 25% of agricultural land in Oklahoma; violators must divest within 180 days or face judicial foreclosure and 30% reward to whistleblowers.

• Bans foreign adversary principals from purchasing or controlling real property within 10 miles of military bases or installations; same 180-day divestiture requirement and enforcement mechanisms apply.

• Requires companies accessing critical infrastructure to file certification forms with the Attorney General, maintain background checks for employees with infrastructure access, and prohibit foreign nationals from adversary countries from accessing critical infrastructure.

• Prohibits all state infrastructure from using software produced by federally banned corporations, foreign adversaries, or their state-owned enterprises; allows removal and replacement without additional permits.

• Establishes Attorney General authority to establish reporting process for non-notified foreign investments and submit findings to federal Committee on Foreign Investment in the United States; effective November 1, 2025.
