Prohibits creation or distribution of deepfakes (synthetic media depicting candidates or political parties) within 90 days of an election, except when accompanied by a clear disclosure that the image, audio, or video has been manipulated or generated by artificial intelligence.

Requires disclosure formatting standards: visual media must display text in readable size no smaller than largest font used; audio-only media must include spoken disclosure at beginning, end, and every 2 minutes if longer than 2 minutes.

Allows candidates depicted in deepfakes to seek injunctive relief or sue for damages, with courts able to award costs and reasonable attorney fees.

Establishes State Election Board enforcement with civil penalties: up to $10,000 for repeat violations, up to $5,000 if intended to cause violence or harm, and up to $1,000 for other violations.

Exempts news broadcasts, paid media placements, candidate advertisements required by federal law, and satire or parody from deepfake restrictions; becomes effective November 1, 2025.
