Establishes the state purchase card program administered by the Purchasing Division as the only authorized card program for state agencies, except for the state fleet card.

Requires the State Purchasing Director and institutions of higher education to provide monthly electronic listings of all purchase card transactions to OMES, including purchaser name, agency, amount, and item descriptions, with public access through a searchable website.

Sets transaction limits for state purchase cards: no limit for statewide contracts, utilities, interagency payments, emergency acquisitions, and professional services; $5,000 maximum for all other transactions unless the State Purchasing Director authorizes a higher limit.

Authorizes Department of Commerce personnel to use purchase cards for foreign travel acquisitions up to $35,000 with required card agreements, training, and quarterly internal audits.

Allows political subdivisions participating in the state purchase card program to issue solicitations for purchase card acquisition and becomes effective November 1, 2025.
