SB91 Summary

• Amends 70 O.S. 2021, Section 3311 to modify qualifications for the Executive Director of the Council on Law Enforcement Education and Training (CLEET), allowing either 10 years of supervisory experience OR 5 years of active law enforcement experience plus a four-year degree in law enforcement administration, law, criminology, or related science.

• Creates the Spring Creek Watershed Study Act requiring the Oklahoma Conservation Commission to conduct a comprehensive water quality study of the Spring Creek Watershed in Cherokee, Delaware, and Mayes counties with findings published by June 1, 2026.

• Establishes a Spring Creek Watershed Water Quality Advisory Group composed of conservation district representatives, local landowners, and municipal government members to assist in developing study recommendations and policies.

• Creates a technical advisory group with representatives from state and federal agencies to support the watershed study efforts.

• Establishes the Spring Creek Watershed Study Revolving Fund to receive legislative appropriations and public/private grants for implementing watershed protection and improvement initiatives.
