Increases Oklahoma Aerospace and Aeronautics Commission from 7 to 9 members, with 7 appointed by Governor and 2 appointed by President Pro Tempore of Senate and Speaker of House; members appointed by legislative leaders must have 3+ years' experience in commercial space industry, federal/state space agency, or administration.

The Oklahoma Aerospace and Aeronautics Commission becomes the Board of Directors of the Oklahoma Space Industry Development Authority effective July 1, 2025; Commission members simultaneously serve as Board members with identical qualifications and terms.

Transfers all Authority personnel to Oklahoma Department of Aerospace and Aeronautics as Department employees; Board must contract with Department for administrative and staff services; Director of Department serves as chief executive officer of Authority.

Moves Oklahoma Space Industry Development Act from Title 74 (starting at Section 5201) to Title 3 (Sections 511-547) through recodification; repeals Section 5206 relating to Authority activation.

Declares emergency and provides effective date of July 1, 2025; emergency clause allows immediate effect upon passage and approval.
