SB914 Summary

• Oklahoma Water Resources Board shall designate geographic regional water districts by July 1, 2026, based on river basin delineations, aquifer boundaries, utility patterns, and other relevant factors, with boundary reviews at least every 5 years.

• Each regional water district must develop and submit a comprehensive regional water plan addressing water management strategies for drought conditions (including 75% and 50% of normal flow levels) and considering conservation, acquisition of supplies, new water development, and voluntary transfers.

• Regional water districts must hold at least one public hearing at a central location following Oklahoma Open Meeting Act notice requirements, with the Board reviewing plans and serving as mediator to resolve conflicts between districts.

• Board shall promulgate rules by July 1, 2026 governing plan adoption procedures and shall provide technical and financial assistance to districts; Board may contract with political subdivisions to fund regional water planning costs.

• Subsequent updates to the Oklahoma Comprehensive Water Plan on or after November 1, 2025 shall include regional water district updates; the state flood plan must account for development of regional water districts.
