Commercial solar energy facilities of 10 megawatts or larger on Commissioners of the Land Office land must be installed on permanent grass suitable for livestock grazing, with panels at least 8 feet high and rows spaced at least 25 feet apart

Facilities must maintain a 500-foot setback from occupied residences unless waived in writing by the residence owner

Facility owners are liable for all soil erosion on the installation site for the project's lifetime and must implement erosion prevention measures including diversions, terraces, and basins

Facility owners must pay ad valorem taxes and assessments on improvements to the county treasurer by December 31 each year; the Corporation Commission enforces the act with authority to assess fines and fees

Effective July 1, 2025; does not apply to existing Land Office leases or residential distributed generation installations
