Amends Section 318 of the Oklahoma Administrative Procedures Act to establish new judicial review standards for parties aggrieved by final agency orders.

Requires reviewing courts and administrative officers to interpret state statutes, administrative rules, and regulations de novo without deferring to agency interpretations.

Mandates courts and hearing officers to resolve ambiguities by favoring reasonable interpretations that limit agency power and maximize individual liberty.

Allows agencies to recover court costs, witness fees, and reasonable attorney fees if a court determines a review proceeding is frivolous or intended to delay the final agency order.

Becomes effective November 1, 2025.
