Establishes the Water and Wastewater Infrastructure Investment Program administered by the Oklahoma Water Resources Board to provide competitive loans for water and wastewater improvement projects by eligible entities.

Loan applications ranked on critical nature of project, available financing, conservation and fiscal sustainability efforts, and matching fund pledges; all loans include clawback provisions requiring reimbursement if recipients fail to fulfill contract terms.

Creates the Water and Wastewater Infrastructure Investment Revolving Fund in the State Treasury, funded by appropriations, with income and loan repayments accruing to the fund; Board may reserve up to 2% annually for program administration.

Allocates remaining loan funds based on population: 25% for areas with population over 400,000; 25% for areas with 30,000-400,000 population; and 50% for areas with less than 30,000 population, using Federal Decennial Census or American Community Survey data.

Requires Board to create and publish interactive map on website displaying critical infrastructure needs, project status, and estimated completion dates; recipients must prioritize state-based contractors and vendors; effective July 1, 2025.
