Adds definitions to the Airport Zoning Act including "heliport," "vertiport," "VTOL aircraft," and "political subdivision" to establish consistent terminology for aerospace infrastructure regulation.

Requires construction permits for structures within 1-nautical mile radius of publicly owned or operated heliports or vertiports, consistent with existing permit requirements for airports at varying distances (2.5 to 10 nautical miles depending on runway length and instrument approach procedures).

Expands Oklahoma Department of Aerospace and Aeronautics authority to review structures erected since January 1, 1996 that lack required permits and may request modifications including altering, marking, mapping, or identifying non-compliant structures.

Designates the Oklahoma Department of Aerospace and Aeronautics as the statewide clearinghouse for unmanned aircraft systems (UAS) and advanced air mobility (AAM) with authority to conduct research, maintain registries, organize test site applications, develop detection systems, create command and control centers, and enter into partnerships for infrastructure development.
