Transfers the Impaired Driver Accountability Program (IDAP) from the Department of Public Safety to the Board of Tests for Alcohol and Drug Influence for arrests occurring on or after November 1, 2022.

Establishes a $150.00 administrative fee for IDAP enrollment, with $100.00 to the General Revenue Fund, $25.00 to the Department of Public Safety Restricted Revolving Fund, and $25.00 to the Board of Tests for Alcohol and Drug Influence Revolving Fund.

Changes the IDAP enrollment deadline from thirty (30) calendar days after arrest to thirty (30) calendar days from receipt of the revocation notice from Service Oklahoma.

Allows persons completing IDAP to have their driving records updated to show completion without revocation if they meet eight specified requirements, including maintaining a Class D license and waiving the right to appeal.

Declares an emergency effective upon passage and approval.
