Defines "distributed energy resource" as small-scale electrical power sources installed near usage locations, including power generation, energy storage, energy efficiency, and demand response resources.

Exempts owners and operators of distributed energy resources from state and federal regulations, registration requirements, and fee payments if they only serve loads under their same ownership and are not connected to a public utility grid.

Requires owners and operators constructing or maintaining electric distribution lines in public rights-of-way to provide a performance bond equal to the line's value and notify affected utility providers at least 30 days before construction begins.

Establishes a process for public utilities to object to distribution line construction through the Corporation Commission, which must hold a full evidentiary hearing and permit construction if the line does not interfere with existing consumer service.

Effective date: November 1, 2025.
