SB935 Summary: Citizen Access to County Facilities Act

• Creates limited liability protection for counties from injuries or deaths resulting from inherent risks of activities at county facilities (parks, senior centers, barns, fairgrounds), provided required warning notices are posted.

• Liability exceptions allow counties to remain responsible for willful or wanton disregard for participant safety, and for failure to disclose known dangerous conditions at facilities.

• Requires counties to post warning signs with minimum 1-inch black letters at facility entrances and activity sites, and include identical warning language in written contracts for facility use.

• Prohibits counties from denying Oklahomans the right to use county facilities, provided all activities comply with applicable laws and health and safety zoning and regulations.

• Effective date: November 1, 2025.
