• Prohibits selling, giving, or furnishing tobacco, nicotine, or vapor products to anyone under 21 years of age, with exceptions for employees under 21 handling these products as part of job duties.

• Establishes administrative fines imposed by the Alcoholic Beverage Laws Enforcement (ABLE) Commission: $100 for first offense, $200 for second offense within two years, and $300 (employee) / $1,000 (store owner) for third offense within two years.

• Increases fines to $300 (employee) / $1,500 (store owner) for fourth or subsequent offenses within two years, with license or permit suspension up to 60 days for stores.

• Provides affirmative defense if defendant demanded and reasonably relied on valid government-issued photo identification or confirmed ID validity through transaction scan device.

• Becomes effective November 1, 2025.
