Prohibits discrimination based on race, ethnicity, national origin, sex, disability, religion, or marital status against students and employees in Oklahoma institutions of higher education and public schools.

Requires all education programs, classes, and services including admission criteria, guidance, counseling, and financial assistance be made available without discrimination, with exceptions for specialized programs (English language learners, gifted students, students with disabilities).

Incorporates the International Holocaust Remembrance Alliance Working Definition of Antisemitism (adopted May 26, 2016) into student, faculty, and employee codes of conduct and mandates treating antisemitic harassment identically to race-based discrimination.

Establishes Title VI coordinators in the State Department of Education and Oklahoma State Regents for Higher Education to investigate antisemitic discrimination complaints and report findings to federal agencies if institutions fail to address violations within 30 days.

Requires annual reports on antisemitism in schools and institutions by June 30, 2026 and each subsequent year; authorizes Legislature to reduce or eliminate state funding to institutions that fail to address antisemitic harassment and discrimination.
