• Amends hazing law to increase individual penalties from $500 fine to up to $5,000 fine, plus up to $15,000 civil penalty, and up to 90 days jail time for violations not resulting in serious bodily injury or death.

• Creates felony offense with up to 10 years imprisonment and up to $15,000 fine for hazing violations resulting in serious bodily injury or death.

• Establishes Anti-Hazing Revolving Fund to receive civil penalties collected from hazing violations for hazing education programs.

• Requires State Regents for Higher Education to develop statewide hazing prevention educational plan, and requires each educational institution to maintain and publicly report all hazing violations on their website.

• Provides immunity from prosecution for individuals who report hazing allegations in good faith and comply with emergency procedures, and requires immunity for alcohol-related offenses when emergency medical assistance is requested in timely manner.
