Prohibits discrimination based on race, ethnicity, national origin, sex, disability, religion, or marital status against students and employees in Oklahoma higher education institutions and public schools.

Defines antisemitism using the International Holocaust Remembrance Alliance definition and requires institutions to integrate this definition into student, faculty, and employee codes of conduct with penalties identical to racism violations.

Treats harassment and discrimination motivated by antisemitic intent identically to race-based discrimination, and specifies six categories of prohibited antisemitic conduct including violence, supporting BDS, masked demonstrations, and antisemitic curriculum.

Requires the Oklahoma State Regents for Higher Education and State Board of Education to monitor institutions for antisemitic activity and impose at least a one-percent funding reduction if institutions fail to address violations within 30 days of notice.

Becomes effective July 1, 2025, and includes emergency clause; preserves First Amendment protections and does not conflict with existing federal or state discrimination laws.
