Prohibits the manufacture, sale, holding for sale, or distribution of cultivated meat products in Oklahoma, with violations classified as a misdemeanor

Defines "cultivated meat" as meat produced from in vitro animal cell cultures grown outside the animal from which cells were derived

Authorizes the State Department of Health to suspend or revoke food seller licenses upon conviction for violations and to adopt implementing rules

Exempts federal, state, and local government entities, institutions of higher education, and their formal research partners from the ban for purposes of conducting cultivated meat research

Effective date of November 1, 2025
