Manual ballot recounts require a deposit increased from $600 to $1,000 per 3,000 ballots (or fraction thereof) for each affected county.

Electronic device recounts require a deposit increased from $600 to $800 for the first 3,000 ballots and from $300 to $500 for each additional 5,000 ballots (or fraction thereof) per county.

State Election Board recount petitions require an additional $300 deposit beyond county-level recount fees.

Petitions for irregularities deemed frivolous by the presiding judge require the petitioner to reimburse court costs and pay reasonable attorney fees to the contestee, county election board, and State Election Board.

Creates a "State Question Recount Revolving Fund" with a $500,000 maximum balance, funded by legislative appropriation, to cover State Election Board costs and county reimbursements for state question recounts; effective November 1, 2025.
