State agencies are prohibited from entering into new contracts or renewing existing contracts with lobbyists for the purpose of lobbying.

State agencies cannot hire legislative liaisons for the purpose of lobbying unless the agency first obtains express, written approval from the appropriate cabinet secretary overseeing the agency, or from the Governor's office if the cabinet position is vacant.

Defines "executive lobbyist," "legislative lobbyist," "legislative liaison," and "lobbyist principal" with exceptions for individuals receiving only expense reimbursement and those exercising constitutional petition rights without compensation.

Applies to state agencies as defined in Section 327 of Title 61 of the Oklahoma Statutes.

Becomes effective November 1, 2025.
