Requires any person, firm, or corporation operating a railroad freight train in Oklahoma to have at least two certified crew members (engineers or conductors) aboard while the train is in motion.

Excludes from the requirement: passenger trains, tourism trains, locomotives traveling 30 mph or slower attached only to a caboose, helper service operations, hostler service operations, and trains loading/unloading freight at speeds of 10 mph or slower.

First offense violation results in a fine of $250 to $1,000; second offense within three years results in $1,000 to $5,000; third or subsequent offense within three years results in $5,000 to $10,000.

Department of Public Safety has authority to issue citations for violations.

Becomes effective July 1, 2025, with emergency declaration for immediate effect upon passage and approval.
