Prohibits sheriffs, officers, appraisers, and online auction marketplaces (and their directors, officers, employees, and partners) from directly or indirectly purchasing property at sales, with violations considered fraudulent and void.

Requires online auction vendors to provide a nonelectronic bidding option and allow reasonable terms of service or use subject to Oklahoma state law.

Prohibits charging buyer's premiums to purchasers; limits online auction marketplace fees and costs to a maximum of $425.00 per sale.

Allows online auction marketplaces to collect deposits and payments via wire transfer, electronic funds transfer, or cashier's check, then remit payment to the court clerk as directed by the sheriff; declares an emergency effective upon passage.
