Requires defendants who are escaped prisoners from the Department of Corrections to be processed back into DOC prior to bail being set on new criminal charges.

Adds driving under the influence with two prior DUI felony convictions to the list of offenses for which bail may be denied, requiring proof of guilt be evident or presumption be great and that no condition of release would assure community safety.

Creates a rebuttable presumption that no conditions of release would assure community safety if defendant was arrested for a violent offense while on bond and subsequently arrested for another violent crime under Section 571 of Title 57.

Requires courts to assess prior patterns of abuse and present written findings on bail amount for arrests involving Protection from Domestic Abuse Act crimes or violent crimes under Section 571 of Title 57.

Becomes effective November 1, 2025.
