Transfers authority for Oklahoma's central filing system for farm product security interests (effective financing statements) from the Secretary of State to the Oklahoma County Clerk

Requires the Oklahoma County Clerk to maintain the USDA-certified central filing system, develop standard forms, compile master lists of financing statements, and respond to information requests within 24 hours

Establishes filing fees collected by the Oklahoma County Clerk: $10 for filing effective financing statements, continuation statements, amendments, or terminations; $50 per year for registrant registration; and $6 for written confirmation of filings

Creates the Oklahoma County Clerk's Uniform Commercial Code Central Filing Fund to receive all fees generated by the central filing system, replacing deposits to the state's Central Filing System Revolving Fund

Takes effect 180 days after USDA certification of the new central filing system, with all active filings required to be transferred to the Oklahoma County Clerk's office at no charge
