Adopts the non-legally binding Working Definition of Anti-Semitism from the International Holocaust Remembrance Alliance (IHRA) adopted on May 26, 2016, as a tool for training and education in Oklahoma.

Limits use of the definition exclusively to recognizing and combating anti-Semitic hate crimes or discrimination and for tracking and reporting anti-Semitic incidents in the state.

Includes contemporary examples of anti-Semitism as set forth in the IHRA definition for guidance purposes.

Specifies that the act shall not diminish or infringe upon any rights protected under the First Amendment to the United States Constitution or the Oklahoma Constitution.

Codifies the provision as Section 1911 of Title 25 of the Oklahoma Statutes.
