Engrossed House Amendment to Senate Bill 997 - Procurement Protection Act of 2025

• Creates the "Procurement Protection Act of 2025" to restrict state and political subdivision procurement from foreign adversary companies, state-owned enterprises, and federally banned corporations.

• Prohibits bidding on state contracts by companies domiciled in foreign adversary nations (China, Russia, Iran, North Korea, Cuba, Venezuela, Syria) or controlled by foreign adversary governments, with exceptions requiring pre-approval when no reasonable alternative exists.

• Requires companies submitting bids to certify they are not ineligible entities and to disclose any business operations with foreign adversaries within the past 24 months.

• Imposes civil penalties of $250,000 or twice the contract amount (whichever is greater) for false certifications, contract termination, and 60-month bidding prohibition on violating companies.

• Declares an emergency, making the act effective immediately upon passage and approval.
