OK SJR14

Directs the Secretary of State to submit a proposed amendment to Section 10 of Article VI of the Oklahoma Constitution to voters for approval or rejection.

Specifies that a tie vote on a clemency recommendation for death-sentenced applicants shall not constitute a denial of the recommendation.

Establishes seven alternate Board members (three appointed by Governor, two by Chief Justice of Supreme Court, two by Presiding Judge of Criminal Court of Appeals) to vote when regular members are absent or recused due to conflicts of interest.

Requires alternate members selected to represent the same appointing authority as the absent or recused regular member and allows at least 180 days to review the investigation and application for clemency.

Requires the President Pro Tempore of the Senate to file one copy with the Secretary of State and one copy with the Attorney General immediately after passage.
