Directs the Secretary of State to refer to Oklahoma voters for approval the repeal of Section 3 of Article VII-B of the Oklahoma Constitution, which established the Judicial Nominating Commission.

Amends Sections 1, 2, and 4 of Article VII-B to change the judicial appointment process for Supreme Court justices and Court of Criminal Appeals and Civil Appeals judges effective after November 5, 2025.

Requires the Governor to nominate appellate justices and judges with advice and consent of the Senate, replacing the current Nominating Commission selection process; allows Governor to call special legislative session for Senate confirmation if needed.

Establishes that judicial officers appointed or retained after November 5, 2025, shall hold office during good behavior with compensation that cannot be diminished during their tenure.

Retains judicial retention elections allowing sitting judges to seek additional six-year terms by filing a declaration of candidacy at least 60 days before the general election.
