Affirms Oklahoma residents' constitutional right under the Tenth Amendment to refuse participation in the federal REAL ID Act of 2005 (Public Law 109-13).

Recognizes that REAL ID-compliant identification requires collection and retention of personal biometric information from applicants.

Urges Oklahoma to continue offering both REAL ID-compliant and noncompliant driver licenses and identification cards as options.

Calls for Oklahoma to prohibit sharing of personal identifiable information, biometric samples, biometric data, or biometric templates from noncompliant ID holders with the federal government absent a court-approved warrant.

Asserts that the current system provides "a distinction without a difference" since the state collects and stores biometric information identically for both compliant and noncompliant options.
