Lowers the minimum age for transporting firearms in vehicles and carrying concealed or unconcealed handguns from 21 to 18 years old for all eligible persons, removing the previous requirement that 18-20 year olds be military members or veterans

Adds persons who meet the voting age requirement under Article III, Section 1 of the Oklahoma Constitution as eligible to carry firearms and apply for handgun licenses

Expands authorization pathways for carrying concealed or unconcealed firearms to include those meeting the constitutional age requirement, in addition to existing Self-Defense Act compliance and Section 1272 provisions

Maintains existing prohibitions on firearm carry for persons convicted of assault and battery causing serious injury, domestic abuse, stalking, protective order violations, or drug offenses

Declares an emergency, making the act effective immediately upon passage and approval
