Requires all voters to present photo identification meeting specific criteria starting January 1, 2027; until then, county election board voter identification cards remain acceptable without a photo

Acceptable photo ID must show the voter's name matching the precinct registry, include a photograph, have an expiration date after the election (with exceptions for military and indefinitely valid IDs), and be issued by the U.S., Oklahoma, or a federally recognized tribe

Service Oklahoma must develop and provide free photo identification cards to registered voters who lack qualifying ID by January 1, 2027; cards are valid for 10 years and available only at state-run locations

Voters unable to produce photo ID may cast a provisional ballot after signing an oath; the ballot counts only if name, address, date of birth, and driver license or Social Security number match voter registration records

Effective date is November 1, 2025
