Amends Oklahoma's abortion prohibition law to remove the detailed "medical emergency" definition that previously specified physical disorders, illnesses, or injuries including life-endangering conditions from pregnancy

Requires physicians performing abortions to prioritize preserving both the life of the pregnant woman and the life of the baby, but permits abortion if the physician judges the birth to be a threat to the pregnant woman's life

Maintains existing penalties for performing illegal abortions: felony conviction with fines up to $100,000, imprisonment up to 10 years in Department of Corrections custody, or both

Continues protections that prevent charging pregnant women with crimes for the death of their own unborn child and allows contraceptives administered before pregnancy can be detected

Declared an emergency measure to take effect immediately upon passage and approval; received "Do Pass" recommendation from Committee on Health and Human Services Oversight on 02/26/2025
