Creates the "Vital Industries Security Act of 2025" to regulate wind energy facility construction in Oklahoma

Maintains existing setback requirements: wind turbine towers must be at least 1.5 nautical miles from public-use airport runways, municipal airports, public schools, and hospitals

Requires wind energy facilities to obtain FAA Determination of No Hazard and resolve adverse impacts to Department of Defense military operations before construction; violations subject to penalties up to $1,500 per day per violation

Authorizes county commissions in counties hosting major crude oil storage/distribution hubs (facilities spanning two or more counties that serve as key delivery points for crude oil futures contracts) to declare moratoriums on wind energy facility construction or expansion
