Cities and municipalities with populations exceeding 20,000 must amend zoning ordinances to eliminate exclusively single-family residential zones and permit multi-family housing, mixed-use developments, and other housing types across all residential zones

Municipalities are prohibited from imposing height restrictions on multi-family residential structures in residential zones, provided construction receives Oklahoma Uniform Building Code Commission approval and complies with FAA guidelines where applicable

Affected municipalities must submit comprehensive reports to the Oklahoma Housing Finance Agency every 5 years beginning December 10, 2026, detailing zoning changes, new housing construction, affordability efforts, and diversity initiatives

The Oklahoma Uniform Building Code Commission and Oklahoma Housing Finance Agency can enforce violations through project approval/disapproval and fines up to $25,000 against non-compliant cities

Citizens and organizations may bring legal action against non-compliant local governments and are entitled to injunctive relief and attorney fees if successful; effective date is November 1, 2025
