Reduces the administrative fee for service warranty associations and insurers from 2% to 1.75% of gross provider fees starting January 1, 2027, then to 1% starting January 1, 2028

Increases the flat annual administrative fee option from $3,000 to $3,150 (effective January 1, 2027), then to $3,350 (effective January 1, 2028) for eligible insurers with 100% claims coverage insurance

Establishes a uniform flat fee of $3,700 annually for all service warranty associations and insurers starting January 1, 2029, eliminating the percentage-based fee option

Maintains existing requirements for annual financial statement filings with the Insurance Commissioner by May 1, with fines up to $100 per day for late filings
