Extends the suspension of general fund carryover penalties for school districts through fiscal year 2024-2025 (July 1, 2024), preventing State Aid reductions for districts exceeding carryover limits during this period

Removes the exemption that previously excluded gifts, grants, or donations for noncapital purposes from being counted when calculating general fund carryover limits

Modifies the per pupil revenue calculation for State Aid by using the district's second preceding year's weighted average daily membership and revenues, rather than the preceding year

Removes the separate Foundation Program calculation method for weighted membership derived from nonresident, transferred pupils enrolled in online courses

Takes effect July 1, 2025, with an emergency clause for immediate implementation upon passage and approval
