Students whose home district does not offer their grade level may transfer to an adjacent school district with automatic approval, exempt from capacity requirements that apply to other transfers

Students are limited to one automatic transfer under this provision; subsequent transfers must follow standard Education Open Transfer Act requirements including capacity limits

Students who choose to transfer to a non-adjacent district (when their grade is not offered locally) must follow Section 8-101.2 transfer requirements rather than receiving automatic approval

Removes previous provision that automatically approved transfers to any district when a student's grade was not offered in their home district
