Amends Oklahoma horse racing law (3A O.S. 2021, Section 267) to remove "reception" from the list of items organization licensees must negotiate with horsemen's representatives, leaving only "simulcast transmission" as a required negotiation topic

Organization licensees must still negotiate with official horsemen's representatives on race meeting conditions, distribution of commissions and purses, off-track wagering, and participant welfare and benefits

Horsemen may opt out of representation by filing written notice with the track's horsemen's bookkeeper; if more than 50% of a single breed's horsemen opt out, the Oklahoma Horse Racing Commission may hold an election for an alternate representative

Official horsemen's representative organizations and breed organizations receiving funding must provide annual complete financial accounting to the Commission
